The Pacte civique, a French citizens’ movement, has published the report of its Atelier Europe, How can we strengthen the feeling of European citizenship? (October 2026). From October 2025 to September 2026, the workshop held fourteen meetings with nearly twenty speakers. Ghislaine Pellat, President of Citeuropass, is one of its members. The video below sums it up in two minutes.

The starting point is a figure: in autumn 2025, only 59% of French people felt like citizens of the European Union, against 73% on average across the EU (Standard Eurobarometer 104). For the report, European citizenship is learnt by living it, and the town hall is the best place to start: the mayor is the elected official the French trust most.

The report refers to Citeuropass several times: the project’s survey, and its training modules and serious games, put forward as a model to give meaning to young people’s stays abroad.

Out of its 14 proposals and 10 recommendations, the report highlights four calls to action:

  • make every town a gateway to Europe;
  • make 9 May, in every town, a civic celebration of Europe and a European public holiday, replacing 8 May in France;
  • invest in young people, so that Europe becomes their horizon;
  • make the European Parliament elections a “great European moment”.
